dasd_format: device is open! expect errors.

While formatting disks for the s390 (31 bit) version, we're receiving thousands of the following error:

dasd: /dev/dasda  ( 94:  0),3234 03: dasd_format: device is open! expect errors.

This is happening on all disks.  We did not receive the error on the s390x install.  There are no other messages indicating a problem.  This message just starts appearing right after we click OK to format.  The format completes with no other errors.
