Curiosity about some packages missing in AWS beta 1

Does anyone happen to know why AWS3.0 B1 ships without the necessary
packages to enable inbound telnet/rlogin/rsh/ssh/ftp?  (i.e., is this an
accidental omission, or did someone at RH make the decision to omit
these packages?)
