Redhat isn't barring you from using those services.  It's quite easy to
install them.

rpmbuild --rebuild rsh-0.17-17.1.src.rpm
rpm -ivh /usr/src/redhat/RPMS/i386/rsh-server-0.17-17.1.i386.rpm

Repeat for each service you want.  I usually just grab the SRPM for
rawhide, even though this typically isn't the best of ideas.

That, or you can download the RH9 binary, which will likely work just
fine on WS3.0.

Granted, they probably won't support you if your rsh server eats all
your memory, spoils your milk, and terrorizes your cat.   You already
have to manually turn it on, anyways, so this is just a couple more
steps.
