very poor network performance

I am setting up a server using a fresh installed RHEL 3 WS, I am getting a
*very* poor network performance, even for SCP transaction in LAN, I am
getting like 30-40KB/s as reported by scp progress.
Trying this between two other machines on the same LAN, I get so much better
network response. I even try downloading files from outside of our network
and the same file tranfer way faster from my machine to that other machine
outside the network, compare from my machine to the server running RHEL 3 WS.
Could someone tell me where to start to troubleshoot?
The server is a Dell PowerEdge 2300 dual CPU, 256 RAM. Any help is greatly
appreciated.
