Could you give absolute kernel versions for these by the way.. it might 
help track down where things went bad. The other issues I can think of 
are:

1) hdparm is not written for SCSI disks and RAID controllers. It does
low level things that might change the time numbers between kernels if
the code changes. Using Bonnie++ or other tools will probably get a 
quicker kernel answer as they wont be saying the above. [the dd also 
gives better answers, but using a standard tool probably would get rid 
of all the 'what-ifs']

2) If possible see if the module from the RHL 9 version that gives good 
times can compile with a RHEL kernel. If it can.. then you can use it 
for a second test of where in the kernel the slowdown has occurred.
