Window Manager Behaviour (Gnome)

Hi,
Does anyone know how to change the behaviour of the desktop such that :
1) If you have focus following mouse you need to click on the title bar
to bring it the front rather than allowing a click anywhere in the window.
2) When you click the title bar to do this it doesn't start thinking you
want to move the window.
Both of these quirks seem unique to Taroon but does not happen in any
other distribution that I'm aware of. The window manager settings
exposed via the dialog do not allow any of this to be changed.
Thanks for any help - I find the default behaviour infuriating!
