Uh, Oracle 11i Apps >=11.5.8 sure don't require any 2.1 RPM's.  They do require many 2.1 compat RPM's that are included in the RHEL3 distribution (such as compat-gcc for example).  I've even installed 11.5.3 on a RHEL3 installation and managed to get by with nothing more than the compat packages from 2.1.  I'm not sure what packages you would be referring to.
