They are available online.  Go to http://www.redhat.com, click
Documentation.  Under Products, Red Hat Enterprise Linux is selected by
default; click Go.  This takes you to the following URL:

http://www.redhat.com/docs/manuals/enterprise/

If you scroll down, you'll see the Release Notes for Update 1, 2 and 3. 
When Red Hat feels Update 4 is released (RHN completely up-to-date,
etc), they'll publish the U4 release notes on this page.
