As an update to my own question, it looks like this is already being
looked at. See https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=128303
In addition to the problems listed in the above URL, I wasn't able to
find the strict_pointer_mode key in gconf-editor because I couldn't read
/etc/gconf/gconf.xml.defaults/apps/metacity/rhel3_workarounds. It looks
like I couldn't read this file because up2date used my umask (037) when
installing that file instead of getting it's file permissions from the
rpm. This umask issue was also a problem with some files in /etc/pango
and was also noted in bugzilla.

In the metacity package for update 4 (RHBA-2004:531), the option for
"strict_pointer_mode" was added and enabled by default. I would like to
disable this option, but I can't find where to do this. Digging through
the preferences menu and using gconf-editor turned up nothing. Also a
google search turned up only one hit and it was for the Redhat Errata
page (which has no explanation of where that option is set).
Has anyone figured out how to disable this option?
Thanks,
