On my full install compile RHEL3 machine, I do not have that file:
[chrismcc taroon32 chrismcc]$ ls -l /usr/lib/liblicense*
ls: /usr/lib/liblicense*: No such file or directory
[chrismcc taroon32 chrismcc]$ locate liblicense
Broken third party software?
what does rpm -qf /usr/lib/liblicense.so say?

no 'mute rays.' And even if there were, waxed paper is
no defense. I tried it. Only tinfoil works.
