suexec does not work with "users" group

RHEL 3.0 comes with a group "users" (gid:100) however, if a that's a
user's primary group, suexec won't work because I guess it has been
compiled not to allow GIDs this low. However, this wasn't the case
during the times of RedHat Linux 7.3 which we have been running on our
web server. For some historic reasons, all users at our site belong to
that group (we don't use user private groups). After upgrading it to
RHEL, users' CGI scripts stopped working because of this. As a
workaround, I have compiled suexec myself with a correct option. Why
does RedHat go around breaking old conventions like this one without
even warning? Should I report this as a bug? Would it be even
considered a bug?
