The only reason for this is because we have these scan guns that can only
use capital usernames and passwords when logging in.  These users don't
use email, only the scan guns in the warehouse.

Worse comes to worse I'll manually edit the passwd and shadow files by
hand with 'vipw', but it would be nice if I could turn this feature off in
the useradd command.  We're currently migrating a cluster of RH72 servers
to RHEL AS 3.0 running RH's Cluster Suite.   This restriction doesn't
exist pre RHEL 3.0.
