prelink disabled by default?

Is there any reason RHEL 3 U2 comes with prelink, but it's disabled by
default?  Does anyone on this list explicitly enable prelink on their
systems and how well does it help?  Is there any reason NOT to enable
prelink on all systems, whether desktops or servers?
