What I want to do is to setup the desktop so that people who are plain
end-users don't see it by default while the system administrators
should have an option to add it to their gnome panel.

On a per-user basis. Log in as the user, right click the icon and select
"exit". Then log out, this time selecting the "Save Current Setup"
button. I think that will work for you.

So if you've got a network of n-users (where n is a suitably large number) all logging into RHEL desktops ... your work-around is for the admin to login as each user?

Are you crazy?

This may be suitable if you've only got 5-10 users but if say you've got 100's or 1000's?
