Assuming your users are running Gnome, try removing the relevant lines 
from /usr/share/gnome/default.session (see also default.session(5))

From the comment at the top of default.session:
# This is the default session that is launched if the user doesn't
# already have a session.

I am not as familiar with KDE, but my guess is that 
/usr/share/config/ksmserverrc would be the place to look if that's your 
environment of choice.
