vsftpd and anon_umask bug?

Hi,
It seems that vsftpd's file_open_mode / anon_umask combination does
not work anymore (all files get mode 0600 then) as soon as you also
enable chown_uploads!? Am I right that this can be considered a bug?
What I want to do is make file uploads by anonymous users (on an
Intranet) "write once", but that they still can make subdirectories
and write into that. At first sight, I need chown_uploads for that,
as the umask also applies to created directories, so a 0222 umask
would prohibit writing to created directories.
Suggestions are appreciated.
P.S.
I tried this with the vsftpd from RHEL3u2.
