In response to the questions I received...

1. How did you upgrade from U1 to U2?

I used up2date

2.  What method did you use to "turn off" the services?

Well on the most offending service, iptables, the systems were installed 
with the no firewall option, however I will have to go back and check my 
notes, I may have done the --del after the fact.

Thanks for the responses, in the future I will be more careful with the 
--del option of chkconfig.
