RedHat OpenSSH tunnel problem

Howdy Everyone,
I recently set up a new webserver (RHEL 3 AS with OpenSSH 3.8; ftp
disabled; ssh/sftp enabled) and have some users who use versions of
Dreamweaver that are old enough that they don't include built-in sftp.
There are numerous websites that describe how to set up a tunneled
connection from a Windows machine to the RedHat server through SSH,
including the page:

I can get the tunnel to work to one of our older linux systems (RH 8
with OpenSSH 3.6), but I can't get the tunneled ftp connection to work
with our new server. There aren't any error messages logged in the
messages or secure logfiles on the server. I've looked at the OpenSSH
version histories online and don't see anything relevant. I've even
compared the sshd configuration files on my servers to no avail. All I
know is that when I try to connect through Dreamweaver, I get the error
message "An FTP error occurred - cannot make connection to host".
Any help with what I presume to be an OpenSSH configuration issue would
be greatly appreciated!
