Why is vim-X11 (gvim) missing from RHE3?

I've searched the archives; Karsten gives a partial answer in

My real question is:  Why wasn't it on the list?  Could this just
be a simple oversight by product management?  If there's a problem with
vim-X11, I'd suspect vim-enhanced would have a similar problem.

Though the vim-X11 package is easily rebuilt (and works), it would be
nice to just install it from the original media.

Since we've bought several RHE-AS/WS contracts, is there a more official
way to request the re-inclusion gvim?
