I think the point was that once the system has been installed, it will
not be updated (until corporate IS/IT or whatnot deems it necessary).

As others have stated, you'll probably run into potentially ugly
chains of dependencies. But once those are resolved (by something
other than installing packages with --nodeps ;) ) you should be fine.
