They're usually so ugly that it's very tempting to just fix them myself
-- but it would probably break support agreements and reveal how anal I
can be about packaging.
Why can't RH provide someone to help them? It'd probably take someone
who knows what they're doing no time at all to fix them -- and save
customers a lot of time.

I expect it's because that's the easiest thing to do. Someone has a
generic installation mechanism so wrapping it in an RPM and have %post
do the actual installation is the easiest thing to do. That and the
tendency to give installation to the new guy who doesn't know much about
anything yet because "installation is easy".
Getting the RPMs right is relatively easy provided that you've got the
experience and the skills needed to fix up the build process in the
first place. The sooner the managers responsible for assigning the
installation process to the new guy realise that they need to assign to
more experienced people, the better.
