Jurvis,
	The openssh-server-3.6.1p2-33.30.4.i386.rpm package in the 
RHEL3-U5 beta includes the following entry in its changelog

 Tue Feb 01 2005 Tomas Mraz <tmraz redhat com>
- allow changing expired passwords when privilege separation is on (#124602)

	So RHEL5-U5 should do the trick when released, I'd guess 6-8 weeks 
from now.
