Subversion 1.1.0 works fine in RHEL3 with the standard RHEL3 version of swig, so maybe it's an alternative to use 1.1.0 i.s.o. 1.1.1?

Just a couple of notes on this, firstly I see that the Subversion binary packages page does have a reference to a maintained set of RPMs which include RHEL3 (in fact it's whitebox-el3) but it also includes a new swig package which

Secondly (and this isn't a recommendation just a note) I downloaded the Subversion 1.1.4 source and despite the old swig version warning it did compile cleanly and has allowed me to checkout code from a repository. Doubtless there will be features that don't work but you might wish to experiment along these lines.
