Should the FEATURE og into submit.mc or sendmail.mc?

If you're just trying to send mail out, you don't need a sendmail
server. It would be sufficient to run sendmail as a null client. So all
you'd likely need in your mc file is
FEATURE(`nullclient',`$m')
So no one else could send *to* this machine but anyone on it could send
out.
