zip with encryption?

It appears that some of the limitations of shipping zip source with
encryption is legal in the US.  Does anybody know if the sources that
Red Hat provides will be build a zip binary with encryption?  If not,
anybody know where I can pick up the sources?  The official info-zip in
the Netherlands was not responding earlier today and I don't know if
it's down for a short while or a long while.
