RHEW 3 wont ftp

I am trying to ftp files from our RHEW 3 Server to a remote PC.  I can 
connect the remote PC to the Server via a VPN tunnel and can log onto 
the Server.  But when I enter 'ftp phydeau', I get two messages:

Connected to phydeau
Connection closed by remote host

What am I missing here?
