tux-2.0.21 - improper module permisions in docs?

Hi folks!
I tried tux-2.0.21 with tux2-full-2.4.2-U7.bz2 and had have troubles
enabling user modules. When I set permissons according to docs
(modules.sgml):
/var/www/html/demo.tux
-rwsrwS--- 1 root root 0 Sep 3 04:42 demo.tux
I got 'permisson denied' from tux.
When I did
# chmod 554 /var/www/html/demo.tux
that is -rwxr-xr-x
it worked well.
Is it error in docs?
That permission error was from tux - not apache. Also note, that
other 'sticky' permissions did not work, for example -rwsrwSr-- caused
browser to download http://localhost/demo.tux as a 0 byte file :-)
I installed demo*.tux.so modules outside docroot in /var/lib/tux and they
were
loaded properly on startup, so I guess that problem is related to
"fake 0 byte module file" permissions in docroot only.
