There are two modes of running libvirtd. When running privileged as root,
it will always use /etc/libvirt for its files. This mode is what you get
when connecting to qemu:///system URIs.  The alternative is to run libvirtd
unprivileged as a normal user, in which case it will use $HOME/.libvirt
for its files. This mode is what you get when connecting to qemu:///session
URIs. In the latter mode, libvirtd is actually started automatically for
you
