I haven't followed the discussions well enough to comment on the detail, but 
here are some high-level views:

Table 2:	The capitalisation of the description fields is inconsistent. It 
would be better (IMHO) if all the rows had the initial letter capitalised.

localestring	Are these always going to be UTF-8? Would it be worth having a 
hook to allow support for other encodings to be added in future?
