No.  You'll need a few more things.  Strictly speaking, the software
is installed on the hard drive, but you will at least need a
motherboard too.  A power supply is going to be essential, and a case
wouldn't hurt (keeps the noise down, ya know).

Sorry couldn't resist.  Yes, there is a 32-bit and a 64-bit version
and you may install either or both if you have an AMD64 system.  If
this is a server and you can afford it, go with RHEL 4.  If not, I
highly recommend Fedora Core 4 x86_64.  Is there more to your
question?
