Your information is just out of date.  I would suggest getting the new
book "Red Hat RPM Guide" by Eric Foster-Johnson.  It just came out and
is pretty current.  

I do my RPM stuff with python and also use other folk's code as a
"manual".  See anaconda and redhat-config-packages.
