'Copy newly rebuilt rpms to build tree' means that you need to copy the rpms that you just built (in Step IV - #6) to the 'build environment that you set up in Step III - #2.

 Hello Paul,
   Thanq for the reply.
But still I din't get the following steps.

   cp /usr/src/redhat/RPMS/i386 $BASE/fedora-custom/i386/Fedora/RPMS
   cp /usr/src/redhat/SRPMS $BASE/fedora-custom/i386/Fedora/SRPMS

since i386 is a directory it is giving the error.
error is omitting directory i386. Will it cause any
problems if I continue. otherwise should I give -r option to cp.

   And in the following step
   rpm -Uvh /usr/src/redhat/rpmbuild/RPMS/i386/anaconda-*9.2-*

   I din't find rpmbuild directory in /usr/src/redhat/

   In the following step
   cp /usr/src/redhat/RPMS/i386/anaconda-*9.2-* /fedora/new/new/

   what about this /fedora/new/new/ ?

  In the following step
   cp /usr/lib/anaconda-runtime/rpmupdates /fedora
   cd /fedora
   ./rpmupdates

   I din't find any rpmupdates file/directory.....

   Please help me out.

   Waiting for the positive reply..

   Kind Regards,
