[Ansible-service-broker] APB Versioning Discussion

All,

I have put together a Google Doc describing a potential versioning system
to put into place as we begin our 3.7 release process. Please feel free to
add your comments and I will put together a meeting early next week to
discuss.

Main points:
Major vs. Minor version bump
Does version match broker/OCP release or is it it's own?
