I'm more familiar with Perl regex, but I think [^=:\/\n] should
do the trick.

Yes, because php see them as comments ;-). ( When in Rome, ... )

Another point of view is your future users' point of view. If php
ignore the INI sections, they probably don't want to be bothered with
them.
