 according to man dnsmasq some exclusions should be made.

 exclude:
 *~
 .*
 #*#

 --conf-dir=<directory>
 Read all the files in the given directory as configuration files. Files
 whose names end in ~ or start with . or start and end with # are skipped.
 This flag may be given on the command line or in a configuration file.
