tricks to getting the internal NIC working on AS200

Short answer:  tulip needs fixing.  de4x5 should work, but we really 
need to fix tulip.

Jay Estabrook poked at this a bit.  Jamal Hadi Salim ("DrJ") posted a 
fix for tulips with sym phys, and this needs attention.
