What's useness of brltty under ms-windows?

The problem is that if we keep adding features to brltty, 3.8 will just
never come out without bugs, which we clearly don't want.  So we had
to calm down on features, we release 3.8, and then we can start adding
features again.

About the missing changes at stake, they touch important parts of the
core, so I clearly understand why Dave prefers to postpone that for
post-3.8.
