how to build SVox Pico from source

SVox Pico is a free/open source speech synthesis engine that is 
installed on Android devices by default. It has recently been built for 
use on desktop Linux, and now works in speech-dispatcher from git. It 
actually sounds surprisingly good for an attempt at human voice 
synthesis given its size. It is somewhat larger than eSpeak, but 
supports multiple languages and is preferred over eSpeak by some users.
