Command-line editor that handles UTF-8

Hi John,
Joe handles utf-8, but in my experience, you have to have your $TERM set 
to linux.
If you cannot do this for some reason, you'll have to google.
I do not think vt100 handles utf-8 unless things has changed in the last 
few years.
