Ah thanks. I was fairly sure all the modules started with speakup_ like 
speakup_soft, and I did indeed recall seeing txprt somewhere, even 
though I never used one. So speakup_txprt it is. Put that on a line by 
itself in /etc/modules-load.d/speakup.conf and you should hear it at 
boot. Just for testing, you should be able to
sudo modprobe speakup_txprt
