[Bugzilla-announce-list] New Bugzilla package for live servers

New code changes are being pushed to the live Red Hat Bugzilla server today.

Red Hat Changes:
- Updated FlagList() stored procedure to speed up queries showing flags in buglist.cgi
- Change Environment custom field to a large text area instead of a small text input.
