It's no longer installed, and isn't included with the distro any longer.
You can try fdisk, or if you really want cfdisk, I have a statically 
linked binary that I built for the RULE project's installer:
http://www.tuxfan.homeip.net:8080/rule/slinky/misc/

$ file cfdisk
cfdisk: ELF 32-bit LSB executable, Intel 80386, version 1, statically 
linked, stripped
$ ll -h cfdisk
- -rwxr-xr-x    1 root     root         129k Aug 15 07:02 cfdisk

You're welcome to try that, with the understanding that I guarantee only 
that it works for me. ;)
