[EnMasse] 0.13.0 release candidate

Hi Carsten,

I've pushed a fix for the first issue, which should fix 'not ready' 
state for both address types as well as the exception in the log. (see 
https://github.com/EnMasseProject/enmasse/pull/246).

The other exception (> java.lang.IllegalArgumentException: No value 
available for parameter name: COLOCATED_ROUTER_SECRET), this appears to 
be a bug I introduced just before the release candidate where the 
automatic creation of ingresses was removed, but that had the side 
effect of removing the endpoints, so I will revert those changes for now 
and we need to rethink of kubernetes ingresses will be handled.

I'll create another release candidate once the PR have been reviewed.
