epel is enabled but not being used

Is epel down? I ran the following and received the message below:

yum --disablerepo=* --enablerepo=epel update php-mcrypt
Loading "rhnplugin" plugin
Loading "security" plugin
There was an error communicating with RHN.
RHN channel support will be disabled.
Error communicating with server. The message was:
Service Temporarily Unavailable
Skipping security plugin, no data
