RHEL 5.4 is out (kinda)

right now there is nothing to do. our next rhn sync willupdate our buildroots 
to 5.4 we don't block packages for a couple of weeks until CentOS 5.4 is out. 
we shouldn't need to rebuild packages but will know soon enough.
