howto build a package against a recently built other package

     Not the answer that you expected but I'd like to point out that you 
can rebuild for EL-6 the package x11vnc-0.9.12-15.fc15.src.rpm. I've 
rebuilt it yesterday in my local mock instance and so far It works 
perfectly on my home system.
