trafficserver sponsor

I'm very eager to get the Apache Traffic Server included in EPEL. There
is a review request for it in bugzilla:

but I belive this is the first fedora package from this packager (Zhao
Yongming). He's an ATS developer, not a fedora packager. So we need a
"sponsor" to do the review according to the review process:
