No, Update ("Point Release") Betas binaries are not public.
Yes, Update ("Point Release") Betas announcements _are_ public.

See my prior e-mail regarding the public "rhel-*" lists, which are
hosted on the same mailman server as this one, "epel-devel-list."  ;)
