[et-mgmt-tools] Cobbler 'devel' branch created in git

FYI ...

For those pulling cobbler from git, there is now a remote branch for 
'devel' (currently 0.7.x) as well as the existing 'master' (currently 
0.6.x).

Releases are still organized by tags.

Branches are browseable in gitweb by clicking on any of the links in the 
"heads" section toward the bottom.
