Me too.

I assume you built util-linux from the official sources, and you're
using a Red Hat distribution?

Red Hat have added the "-e" option to `swapon', and it is used in
/etc/rc.d/rc.sysinit.

       -e     When  -a  is  used  with  swapon,  -e  makes swapon
              silently skip devices that do not exist.

You'll need to find the `swapon -a -e' line in rc.sysinit and
take out the "-e".
